In Kartaly (Chelyabinsk Oblast), Russia, ten R-36M2 Mod .5, SS-18 Satan ICBM 550–750 kiloton MIRV nuclear warheads are loaded onto trains for transport to dismantling facilities. However;, Russian army General Aleksandr Kodoroff , along with rogue Spetznaz units, kills soldiers on board transport trains and transfers nine warheads to another train.Kodoroff then activates one warhead's timer and sends it on a passenger train collision course; minutes later, it detonates , killing thousands of civilians and delaying international aid in responding to nuclear attacks on two other cities. Lieutenant colonel Thomas Devoe and Dr. julia Kelly team up to stop the group of terrorists from smuggling the stolen weapons into the United States . They track the weapons to the Iranian border, where they engage in a high-stakes showdown with the terrorists . Devoe and Kelly successfully retrieve most of their stolen missiles , but one terrorist escapes with a nuke in his backpack . They fail to prevent the last nuclear bomb from det exploding i n New York City , causing immense destruction and loss of life . The film ends with Devoue and Kelly helping survivors amidst the ruins as they realize their mission's gravity . Devoe delivers a speech about the importance of working together as people and nations to avoid conflicts .
