In a dystopian future, a new music teacher, Andrew Norris, joins a troubled inner-city school where metal detectors and frisking are the norm. The school is run by a gang of punk rock students, led by Peter Stegman, who sell drugs, cause chaos, and terrorize the students and teachers. Despite the school's apathy towards the gang's misconduct, Andrew decides to form an orchestra with his more advanced students. When Peter's gang kills a student who buys PCP and climbs up a flagpole, Andrew is driven to take action. He confronts Peter and his gang, resulting in several violent encounters. Eventually, Andrew kills them off one by one, culminating in Peter's death on stage during the school's concert. The film ends with Andrew never being charged due to lack of witnesses.
